What is it ?

Securities Investment Account (SIA) is an account which can be opened in LKR or in any other designated foreign currency and eligible investors could invest in Government Securities (Treasury Bills and Treasury Bonds), Equity Capital of Companies incorporated in Sri Lanka and Units of Unit Trusts in Sri Lanka.

Accordingly, the following accounts will be renamed as Securities Investment Accounts (SIA)

  • Share Investment External Rupee Accounts (SIERA)
  • Treasury bond Investment External Rupee Accounts (TIERA)
  • Treasury bill Investment External Rupee Accounts (TIERA 2)
  • Treasury bonds/bills Investment External Rupee Accounts - Deshabhimani (TIERA-D)

For Whom?

  • Foreign institutional investors such as country funds, regional funds or mutual funds
  • Corporate bodies incorporated outside Sri Lanka
  • Citizens of foreign states, whether resident in Sri Lanka or outside Sri Lanka
  • Non-resident Sri Lankans
  • Sri Lankan professionals living in Sri Lanka who receive inward remittances
  • Dual citizens who receive inward remittances

Permitted Credits

  • Inward remittances received from abroad through the banking system
  • Transfers of funds from NRFC/FCBU/RNNFC accounts of the same account holder
  • Sales proceeds realized through the sale or transfer or maturity of T-bonds, T-bills or any income realized by the way of capital gains thereof
  • Sale proceeds of shares supported by documentary evidence (Broker's Contract Notes and evidence of payments of tax etc.) and dividends
  • Dividend income on units of unit trusts (net of tax) supported by documentary evidence
  • Proceeds on redemption of units (net of tax) supported by documentary evidence
  • Commissions relating to share transactions with supporting evidence
  • Liquidation proceeds of companies
  • Interest received on T-bonds
  • Inward remittances for investments in debentures
  • Proceeds realized through the sale or transfer or maturity of debentures
  • Interest accrued on debentures

Permitted Debits

  • Payments for investment in shares/units of unit trusts/T-bonds/T-bills
  • Outward remittances of sale/redemption/maturity or liquidation proceeds of shares/units/T-bonds/T-bills and dividends of shares or units and payments to brokers, primary dealers, lead managers, management company of a unit trust and bank charges
  • Payments for local expenses of the account holder
  • Transfer of funds to the accounts maintained by the account holder at FCBU
  • Payments for investments in Debentures

General Information

  • Transfers of funds are permitted between SIA of the same account holder
  • SIA shall be opened jointly by eligible investors
